Nacida en París-Francia el 16 de Julio de 1974, de nacionalidad peruana. Licenciada en Bellas Artes por la Pontificia Universidad Católica del Perú. En 1996 se traslada a Washington D.C. para asistir como alumna libre al Corcoran Art Institute de Georgetown y profundizar así en sus estudios en Arte y Cultura.

En el año 2003 llega a Madrid y tras homologar su título de Licenciatura en el Ministerio de Educación de España, estudia un Master en Teoría y Práctica de las Artes Plásticas Contemporáneas (M.A.) especializándose en Crítica de Arte, Mercado del Arte y Arte Público por la Facultad de Bellas Artes de la Universidad Complutense de Madrid (UCM). Posteriormente en la misma universidad realiza los estudios de Doctorado en Historia y Teoría de las Prácticas Contemporáneas (Siglo XX y XXI) en la Facultad de Geografía e Historia obteniendo el Diploma de Estudios Avanzados (DEA) en Museología y Museografía con la Tesis: "Análisis de la Museología Contemporánea". En el año 2014, se DOCTORA EN FILOSOFÍA (PhD) en el área de Estética y Teoría de las Artes por el departamento de Filosofía y Filosofía Moral y Política de la Facultad de Filosofía de la Universidad Nacional de Educación a Distancia de España (UNED) con la Tesis Doctoral: "Nuevos Comportamientos Artísticos: Los Catalanes de París". Esta Tesis Doctoral ha sido publicada en las webs académicas de prestigiosas universidades y es parte de los fondos físicos de consulta en diversas bibliotecas de museos e instituciones a nivel internacional. 

Paralelamente a sus labores en el ámbito cultural tanto en Museos -como coordinación y patrocinio- e independientemente como comisaria de exposiciones y asesora para proyectos públicos, presenta como artista varias exposiciones individuales y participa en muchas exposiciones colectivas en diferentes países, así como ha sido seleccionada para algunas becas y premios de arte. A su vez, ha colaborado varios años como apoyo docente en la Facultad de Bellas Artes de la Universidad Complutense de Madrid (UCM), así como colaboradora esporádica para proyectos de investigación del Departamento de Filosofía y Filosofía Moral y Política de la Facultad de Filosofía de la Universidad Nacional de Educación a Distancia de España (UNED). Asimismo escribe regularmente para revistas científicas especializadas en Estética y Teoría de las Artes y es conferenciante habitual en diversos congresos de Arte Contemporáneo. En el año 2016, publicó su primer libro en Crítica-Estética y Teoría de las Artes. Este libro titulado "Los Catalanes de París". Un análisis estético, aborda las prácticas artísticas y poéticas de un grupo de artistas españoles conceptuales de gran importancia y parcialmente olvidados por la crítica: Antoni Miralda, Joan Rabascall, Benet Rossell y Jaume Xifra, con las categorías crítico-teóricas y estético-fenomenológicas que más contribuyen a comprender su producción tanto en grupo como individualmente. Además de la práctica como crítica de arte y comisaria, siendo miembro de la Sociedad Española de Estética y Teoría de las Artes (SEyTA) y de la International Association for Aesthetics (IAA), Claudia Arbulú Soto ha realizado también labores como asesora de coleccionismo tanto para coleccionistas particulares como para instituciones. Fundó la galería de arte online Claudia Arbulu Gallery (www.claudiaarbulugallery.com), una galería pionera en la utilización de la tecnología para impulsar el intercambio global de las prácticas artísticas y activar el mercado del arte a nivel intercontinental, pudiendo llegar a todos los rincones del mundo con propuestas de las mejores obras de arte de artistas renombrados y emergentes a precios justos y asequibles en pro del impulso de nuevas generaciones de coleccionistas. En la actualidad, esta galería se encuentra cerrada.

En el año 2021, concluye el Master en Alta Dirección Pública (Master of Public Administration M.P.A.) impartido por el Instituto Universitario de Investigación José Ortega y Gasset y la Universidad Internacional Menéndez Pelayo (España). Asimismo, este mismo año concluye el Curso de Postgrado en Políticas Culturales y Desarrollo Social de la Escuela de Gobierno y Políticas Públicas de la Pontificia Universidad Católica del Perú, así como el Curso de Postgrado en Comunicación Política y Estratégica de la misma Escuela de Gobierno. A finales de 2021 concluye también el Curso Intensivo en Diplomcia y Relaciones Internacionales obteniendo el Certificado de la University of London. 

En cuanto a voluntariado y causas benéficas, Claudia Arbulú siempre ha estado relacionada con diversas actividades solidarias y apoyo a las organizaciones del sector, como por ejemplo en España, Mensajeros de la Paz, Médicos sin Fronteras o la reconocida ONG Nuevo Futuro, quienes cuentan con varios hogares en el Perú para niños en desprotección social. Este mismo año, la organización sin ánimo de lucro VIDAWASI Perú nombró a Claudia Arbulú, Embajadora para España y Europa. 

Laboralmente, en la actualidad, la Dra. Claudia Arbulú se centra única y exclusivamente en sus funciones públicas como Agregada a la Embajada del Perú en el Reino de España.

                     - Como artista, Claudia Arbulu apostó siempre por la complementación entre la teoría del arte y la práctica artística, cerrando el círculo y ofreciéndonos obras en las que no sólo percibimos su universo artístico con metáforas-personajes que en diferentes situaciones límite entran en catarsis sino que a través de la combinación de diversos materiales y soportes crean un mundo teórico-conceptual-práctico que evoca la belleza de la forma y la interacción del espectador para convertirlo en coautor de la obra. Claudia Arbulú Soto es miembro activo de la Asociación de Artistas Visuales Asociados de Madrid (AVAM).

Later, in the same university, she studies Doctoral studies in History and Theory of Contemporary Practices (20th and 21st century) in the Faculty of Geography and History, obtaining the Diploma of Advanced Studies (DEA) in Museology and Museography with the Thesis: "Analysis of Contemporary Museology". In 2014, she obtains a Ph.D. DOCTORATE IN PHILOSOPHY, in the area of ​​Aesthetics and Theory of Arts by the Department of Philosophy and Philosophy Moral and Politics of the Faculty of Philosophy of the National University of Distance Education of Spain (UNED) with the Doctoral Thesis: "New Artistic Behaviors: The Catalans of Paris". This Doctoral Thesis has been published in the academic webs of prestigious universities and is part of the physical funds of consultation in diverse libraries of national and international museums and institutions.

Parallel to her work in the cultural field both in museums - as coordination and fundraising - and independently as exhibition curator and consultant for public projects, she presents as an artist several solo exhibitions and participates in many collective exhibitions in different countries, as well as being selected For some scholarships and art awards. In turn, she has collaborated for several years as a teaching support in the Faculty of Fine Arts of the Complutense University of Madrid (UCM), as well as sporadic collaborator for research projects of the Department of Philosophy and Philosophy Moral and Politics of the Faculty of Philosophy of the University of Distance Education of Spain (UNED). She also writes regularly for scientific journals specialized in Aesthetics and Theory of the Arts and is a regular lecturer in various Contemporary Art congresses. In 2016, she published her first book in Criticism-Aesthetics and Theory of the Arts. This book entitled "The Catalans of Paris". An aesthetic analysis, approach the artistic and poetic practices of a group of conceptual spanish artists of great importance and partially forgotten by critics: Antoni Miralda, Joan Rabascall, Benet Rossell y Jaume Xifra, with the critical-theoretical and aesthetic-phenomenological categories that contribute most to understanding their production both in group and individually. In addition to her practice as an art critic and curator, being member of the Spanish Society of Aesthetics and Theory of the Arts (SEyTA) and the International Association for Aesthetics (IAA), Claudia Arbulu Soto has also done work as a collector's advisor for both individuals and institutions. She founded the online art gallery Claudia Arbulu Gallery (www.claudiaarbulugallery.com), a pioneering gallery in the use of technology to promote the global exchange of artistic practices and activate the art market at intercontinental level, being able to reach all corners of the world with proposals for the best works of art by renowned and emerging artists to fair and affordable prices to promote new generations of collectors. Currently, this gallery is closed, so Dr.Ph.D. Claudia Arbulu, focuses exclusively on her work and public functions as Attaché of the Embassy of Peru in the Kingdom of Spain. 

In 2021, Claudia Arbulu finished the Master in Public Administration (M.P.A.) of the José Ortega y Gasset University Research Institute and the Menéndez Pelayo International University (Spain). Likewise, this same year she concludes the Postgraduate Course in Cultural Policies and Social Development of the School of Government and Public Policies of the Pontifical Catholic University of Peru, as well as the Postgraduate Course in Political and Strategic Communication of the same School of Government. At the end of 2021, she completed her studies in the Intensive Course of Diplomacy and International Relations, obtaining the Certificate of the University of London. 

In terms of volunteering and charitable causes, Claudia Arbulú has always been involved in various charitable activities and support for organizations in the sector, such as in Spain, Mensajeros de la Paz, Médicos sin Fronteras or the well-known NGO Nuevo Futuro, who have several homes in Peru for children in social vulnerability. This same year, the non-profit organization VIDAWASI Peru appointed Claudia Arbulú, Ambassador for Spain and Europe.
